My NCAA Basketball Rule Changes

In honor of the NCAA basketball tournament going on, here are the rule changes (some minor, some major) that I would implement if I was given "free reign" over NCAA basketball:

  1. Held ball alternate possession is in effect for the first half and first 16 minutes of the second half. In the last 4 minutes of the second half and in any OT's, a held ball results in a jump ball situation.
  2. If there is an "official review" needed of whether a shot was a 2-pointer or a 3-pointer, that review is done during a time out prior to the last 4 minutes of the second half. There is no need to take the time immediately in the 1st half to see if 1 more or less point is needed. That can be done during the next TV timeout. Just signal the official scorer that a review will be needed.
  3. If there is an "official review" of any sort at any point in the game, the 5 players for each team must stand between the coach's box and half court line. And the only person from the bench that can approach the team is one coach (either the head coach or lead assistant). This way, when the review is done, they can get back to playing quickly.
  4. The block/charge rule will be completely rewritten. My version would be that the defensive player must be stationary for 1 full step plus the offensive player's move. If there's any doubt whatsoever, it's a block. To be called a charge, every unbiased person in the building should agree it's a charge. Defensive players should get out of the way or try to block it or whatever - don't step underneath and try to draw a charge unless you can get there real early.
  5. If a team calls time out before the ball has crossed mid-court, the 10 second count does not reset. In simple terms, the ball has to be over mid-court by the time the shot clock has gone from 35 to 25. Right now, you can be in trouble and call time out to bail yourself out and get a brand new 10 seconds to get the ball into the front court.
  6. If you're the offensive team and call a time out right after the opponent makes a basket, you can advance the ball to half court. This is basically the NBA rule about advancing the ball. It makes for a more interesting end of game situation. Right now if someone makes a shot with 2 seconds left to take the lead, it is almost impossible for the other team to win. By advancing the ball to half court, those 2 seconds are a long time.

I'm sure there's other rules that make sense, but that's all the ones I can think of for right now.
